can you see that article was posted in 2010? Four years ago.
That's Gnome, and BackBox is using XFCE from long time now... so you may need to tweak XFCE settings to have it behave like that.
There is lots of reading material around about XFCE customization. Try playing with settings and widgets.
I remember i could reproduce a Gnome2-style menubar in XFCE some time ago, if that's what you want. Just look for the right widgets and so...
